Even when we have the Baptism of the Holy Spirit we still control whether or not we will vocalize the words dwelling up inside us. We will no more begin speaking in tongues in public that we would say anything else.
The Holy Spirit is truly gentle and kind, He does not force anything upon us but acts with our cooperation.
