Must one receive the Baptism of the Holy Spirit to be used in the Gifts of the Holy Spirit?

Answer:
The answer is “no”, any Believer is already filled with the Spirit and can be used as the Spirit wills.

However, being Baptized in the Holy Spirit is not only being filled (like when we ask Jesus into our heart) it is being immersed and completely and totally surrounded by the Spirit of God. That is literally what Baptize means – to be dipped into or immersed into.

So, while it may not be a necessity, it would make sense that we would see a greater anointing and gifting for the one who wants immersed or baptized in the Spirit of God and seeks the fullness of the Spirit. In the New Testament it was the common experience for the Apostles to also pray with the new converts for the Baptism because they believed it would lead to a greater witness and ministry.

Jesus Himself expressed this view: Acts 1:8 But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth.
